Because I can normally beat players higher rated than me...

The rating system measures the strength of a player in comparison to the other players of the same group. Therefore doesn't make sense to compare FIDE, USCF and Chess.com. They are complete diferent groups.
I will have a provisional USCF rating in a week or two. It will be between 1200 and 1300 most likely. I'm 1858 in turn-based and 1533 in live chess on chess.com
Btw, you can also have chess.com rating deflation. I know an IM on this site who's got a chess.com rating of around 1900 but a FIDE rating > 2400.

I'm 1136 USCF (really bad consistency in OTB tournaments), 1811 currently in correspondence.

USCF: 1062 ( I'm really underrated I've only played in 3 tournaments )
Chess.com : 1573
Thats a 511 inflation
