Once all the admins attached to a team in the list shown have confirmed they want to participate, then the team is confirmed. We begin the process of placing teams in their most suitable divisions on the 20th. Dec. and the list of teams in their allotted divisions will be posted on or before the 30th. Dec.

At that point you're free to challenge your team's placing and withdraw it if you don't wish to proceed.
