1. A FEDERATION is defined by Wikipedia:
A federation is a political entity characterized by a union of partially self-governing provinces, states, or other regions under a central federal government (federalism). In a federation, the self-governing status of the component states, as well as the division of power between them and the central government, is typically constitutionally entrenched and may not be altered by a unilateral decision, neither by the component states nor the federal political body. Alternatively, a federation is a form of government in which sovereign power is formally divided between a central authority and a number of constituent regions so that each region retains some degree of control over its internal affairs.
2. In order to play in a FIDE (World Chess Federation) tournament, a player must be part of a country Chess Federation.
3. The United States Chess Federation is legally responsible to follow all rules of FIDE.
4. The Hawaii Chess Federation is legally responsible to follow all rules of the United States Chess Federation. Likewise all other States in the United States are legally responsible to follow all rules of the United States Chess Federation.
5. There are no other teams in the United States Team Chess League who legally place there Chess Federations in the United States Team Chess League. They use private chess teams or clubs.
6. It is UNWISE to be playing with your States Chess Federation in the United States Team Chess League.
7. Allegations of cheating and other allegations frequently come up often so I would recommend against placing my States Chess Federation in JEOPARDY.
8. The USTCL is a breading ground of snake admins. There are NO snakes in Hawaii. The admins could report a Chess Federation to the United States Chess Federation for allegations too.
