I've noticed some bots not making moves. If I quickly pre-move and cancel it, the bot continues play.

You're not alone, that's how I somehow managed to beat the Ian Nepomniachtchi bot.
It seems that this doesn't occur on the mobile app. Over there, the bots adapt to the time control given.

First of all, 1 minute is considered a 'bullet' game.
Secondly, I think this has already been reported. The bots do play extremely slowly and not according to their elo in a bullet game. Their performance rating is correct, and it is displayed as their official elo, for example, Coach Dawid is rated 2000. The time they take is not at all according to their elo, and a person with a similar or even lower rating can easily defeat the bots in a timed game. This means that a person who has a rating of 2500 bullet on www.chess.com/play/online can easily defeat a bot that is rated 2500, this is because the time that the bot takes is similar to what a player with 100 elo takes.

bro this happen to me too. bots are slow in everything. I ask my friend who using chess.com from 2017 told me did this never happen to him.

To fix this, download the chess.com App in your phone, and when their time starts ticking low, they play extremely fast, with the exact accuracy of their elo , their play does not differ with speed as they are computers, its slow in desktop or laptop websites, download it in your phone and check it out, the high rated will play super fast when their time ticks below 30-20 i guess
When I decided to play the chess.com bot of Ding Liren in a 1 minute bullet game, as black, I fully expected to lose. I thought that it would be a learning experience, and that I might be able to analyze the game afterwords and find some parts of my play to improve on. I was not expecting the bot to make one move and spend the rest of its time thinking about move 2. However, that is exactly what happened. The Ding Liren bot made one move, and after I responded, it waited out the rest of its time, letting me win the match. I played several other bots, and the phenomenon repeated itself. I was able to beat the bots of Vladimir Kramnik, GothamChess, Fabiano Caruana, Hikaru Nakamura, Ian Nepomniachtchi, and more by making a single move and waiting for their time to run out as they failed to respond.
