Wait does that mean I can’t participate?
Since you've been timing out a few times per month consistently for the whole year, we don't have a rating we can take. In the case of @2Kd21-0 and a few others, all the timeouts came at one time or near each other, so we can take the rating before the timeouts. Basically, since you have been timing out all year long, you have no accurate rating for the past year.

If you finish enough games to make your rating accurate, you can participate in the February round of games as a substitute player (assuming a team needs you as a substitute and you fit the rating requirements). But right now, your rating is not accurate enough to be used.

No, because daily is different from other time controls in a lot of ways. There are opening books, you can use an analysis board, you pretty much never flag, etc. Just because you have good other ratings doesn't mean you use all the tools given you in daily ratings effectively, which would handicap you and lower your rating. Thus, a team can't trust you'll be a good daily player just because of your other ratings. I'm only 1200 blitz, but I've beaten players rated much higher in blitz in daily because I use all the options given me to ensure I make accurate moves, and I spend a lot more time during the day thinking about my options and making up new ideas as I move throughout my day, so I outplay them despite my ostensibly lower skill level. That's your really long answer as to why someone's rating can't just be the average of their other ratings, especially with daily.

Yeeeaaaahhhh.... If you want to get your timeout percentage back down, you probably want to play more 2/3 day games. You should probably play a lot of them, to get your percentage down quickly, but 1 day games are killer.
