I mean to say that if you are playing in a fide rated otb tournament or any other local tournament, you can get seeding advantage with help of your FOA title in that OTB Tournament.

I can't speak to how a local event seeded you, but FIDE publishes their Swiss pairing rules.
Ranking starts with
- Rating
- OTB titles (no online ones mentioned)
- Alphabetically
That would be rating first, if rating is tied then use title, if both match, then alphabetically.

If online titles are being used, it is only for tie purposes on rating.

Because they measure higher skill and accomplishments in controlled settings.
Why FOA Titles like ACM, AFM, AIM, AGM are not Accepted by chess.com for titled player registration ??
Just asking out of curiosity !
