@deshbondhu, you must be a USCF member. but foreign players can be a USCF member.

Not only will you need to be a US Chess member but you can only submit events through a current US Chess Affiliate, so if you are not partnered with one, would have to create one of those as well, which has a yearly fee associated with it.
