It's related to yesterday's load issues and some of the steps taken to help with that.
I know there's still some lag on back-end updates, so until those catch up, things are likely to be off some.

My puzzle stats page had caught up to my current rating. Graphs are still off for now, though I'm guessing that will update by tomorrow.
my puzzel on pc is 1500 and on mobile its 4500

If you're logging in to the same account, they should be the same.

Yeah on pc mine is 1400 and on mobile it's 1843. I've refreshed both and done a puzzle on both and still they are different. I don't quite understand it tbh. I am playing on the same account.

1843 is not your Puzzle Rating. You're on the new Puzzle feature and that is the number of points you gave in that feature. Your rating is still in the 1400's

In my Android tablet my problem's rating is 11000! in my PC it is about 1700! How is it possible?

That first value is your Puzzle Path points, not your rating.

On mobile I'm on tier 16, the Wood Tier. Where is this tier ladder of puzzles on computer? I don't know what kind of puzzles I'm playing on PC, and I can't continue to advance in these tiers on PC, Can someone help me find the kind of puzzles that have tiers on PC?

Puzzle Points, by default, removes the rating from the focus and gives an alternative method to give some kind of advancement method to show progress.
My puzzle rating on the ios app is the (correct) 2313. I just tried doing some puzzles on a computer and saw that my rating is off by ≈200. I tried all the usual fixes such as clearing cache, restarting browser and app, etc.
I’ve seen people post about their profile showing a different rating than their real one, but haven’t seen the rating inconsistent across devices. I’ll attach images below.
