My answer: As black, if I could come up with a plan that would open a light square diagonal for my light squared bishop, while at the same time leaving the light square diagonals practically closed for white, then yes, we could say that's one of black's goals. But it doesn't make sense to set a goal of opening a light-square diagonal more generally, since it could benefit both white and black.
