I would wait, if I valued my rating. But reporting him while he stalls is good to do while you wait.

You can report someone who just lets the clock run down in lost positions... but if you resign then you have simply lost the game. Still, don't start a game you cannot finish if both players use all of their time. When you choose to play a game you have agreed with the time control.

I don't see how a player using the time they're allotted is cheating or something reportable. Letting the time expire instead of resigning is kind of a jerk move, but being slow to make decisions when you have the time on clock is just playing chess. Using the clock is a valid tactic in rapid games.
But it's rapid. If you didn't have time for the time control, then that's not the other person's fault. It's not like some daily games where you had to wait three days for the other person to time out.

1) If the position is lost and they aren't making a move until time expires: report & block
2) If the position is complicated, people will take their time, but if they let it expire after significant time without making a move, see rule #1

If I know for sure they are stalling I block and report them. However, the questions is, "How do you know they are stalling"..... I sometimes get phone calls during a game... or maybe I went to get coffee or whatever... in blitz I might just resign but in rapid if I have time I let it run and just play fast when I come back. In those cases, I'm not stalling, but unable to make a move right away. If the position is dead lost however, and they are just going to let the time run out then I report them.
I think a lot of the people in this thread are missing the main point of his statement: "I don't have much time to play". Absolutely play a different (shorter) time control. It's so frustrating getting matched up with people who play 30 min games but secretly just want blitz, or have to go do something else 20 minutes from when they start a game they 100% cannot finish. Don't report/block either, it's your fault here.

I am not in the same boat as everyone. Do not report someone for using a variable to their advantage. Flagging is a thing, and if they can bait you to resign because you don't want to wait for the agreed time control, then that is on you. Take responsibility and know that you are agreeing to play a game at some time. If they psych you out to resign, that is a strategy that is within the confines of the rules. It might not be nice, but it is not illegal to be an a-hole, a-holes have rights too.

As the link Mouselip posted points out.... Stalling is "illegal" in the sense it is clearly against the rules. It's not a strategy. It's a poor sport that refuses to make a move in a dead lost position just to be an @ss. I've had mate in one and the other person does not resign or make a move... I ALWAYS report them in that case and Chess.com always takes action. I've seen people where nearly every lost is on Time and after a report that ends... So it doesn't help me to report them, but it helps everyone they play in the future.

There are several things being discussed here.... but to the matter of whether or not Stalling, as defined by Chess.com (and by me in my early posts) is against the rules. IT CLEARLY IS!
Whether you report it or not is up to the individual, and maybe some don't think it's poor sportsmanship, rude, being a jerk or whatever.... but it is against the rules regardless.
