I agree that at your level it would be better to read "The Amateur's Mind" by Jeremy Silman before attempting to tackle the more advanced "How to Reassess Your Chess" by the same author.
Both books are very good for their purpose, but "The Amateur's Mind" will be more help to you at this point in your chess career (the bottom line is that it will be easier for you to absorb, as it is targeted to the beginner-novice, whereas "...Reasssess..." is intended for the more "experienced", intermediate and above player).
