Happens to me too,and I absolutely hate it.I askesd, and they say nothing can be done. =(
Lag Time

Actually, it happens because it fixes another issue. See post #4 here : http://www.chess.com/forum/view/chess-players/time-cheat

it happens to me too it should be a fair game if someones time goes up why not yours.
Read my link.

BUT SINCE MY OPPONENT EARNS TIME BECAUSE HE DOESNT SEE THE MOVE I PLAYED BECAUSE OF HIS LAG,SHOULDNT I GET EXTRA TIME BECAUSE IT IS MY CLOCK THAT RUNS DOWN WHILE I CANNOT SEE MY OPPONENT MOVE BECAUSE OF HIS LAG

Lets say you have no lag...he has 5 seconds.
You make a move... your clock stops /his starts ..but he doesnt see the move for 5 seconds so he is granted "lag time"
He makes a move....his lag prevents the server seeing that move for 5 seconds. You see his move at the same time his clock stops/yours starts.

no because if this happened i wouldn't have a eg 20 sec time and my opponent zero and then i have the zero and he wins...

I thought "lag adjustment" only added time to someone. I had not realised it took time away also.
Someone with more knowlege than I (not difficult) will have to answer.

i know sometimes i see my opponent running out of time and then reaching zero and after a while sth happens he gets a lotof time and i am almost zero and most of the times when playing fast games i lose on time...

Lag adjustments only compensate for up to 2 seconds. GreenLeaf it sounds like it's not your opponents who are lagging, but you are. Say you both have 20 sec. He makes a move in 1 sec with no lag. It goes through the server no problem. Since you are lagging, it takes the server a long time to send the info to your end that your opponent moved. Say this took 18 seconds. For those 18 seconds it would look like your opponent hasn't moved at all, so the time would like it was counting down for him, but in fact it is your time going down due to the long wait time for the server to send you the information. Since the max adjustment time is 2 seconds, at the end your opponent would still have 19sec while you would have only 4.
I hoped this helped.

yeah but at the lag bar or sth like this it shows a green color which indicated that i have good internet access with good signal....

The lag bar isn't always accurate. Though this link is about disconnection, it helps with lag as well. http://support.chess.com/Knowledgebase/Article/View/167/0/my-internet-connection-is-fine---why-am-i-getting-disconnects
Sometimes some of my opponents lag and so they get some extra time even if their clock shows 0:00 for a sec and so they earn more time while mine is decreasing and sometimes i ended up losing on time....shouldn't sth be done to fix it?
