I did a Google search and four shops came up:

I'm also asking @AttilaTurzo (he lives in Hungary but travels for chess tournaments). He is the coach of someone I know, so hopefully, he'll read my message :-)
I live in Hungary and know Attila as well.
@rsava I have an idea what yo want... really something decent from Dubrovnik. Just the idea of getting it in Dubrovnik. I'll look around. Many of the tourist shops probably sell inexpensive sets made in Romania (usually Transylvania). Perhaps a flea market might be good too (I have a soviet one I bought at a flea market in the mid-80s). I'll look around too. I can reach out to my friend Grejor from NOJ (I know you're not looking for this) and see what he suggests.
I was at the train station the other day and there was one going to Ljubljana, Slovenia. I'm not on the route so I had a laugh. I want to make a trip to Dubrovnik and Ljubljana one day. I'd like a selfie at the fortress (maybe with my Dubrovnik set or playing chess).
The Romanian sets usually look something like this... notice the style of the queen.
@Rsava this is the type of set typically made in Romania. Folding board. notice the king and queen design. Not all of them will have an insert to organize the pieces. Not high quality, but they are hand made. The Etsy price may help give you an idea what to expect.
These will likely be common in the tourist shops and may even have writing on the board.

Never been to Dubrovnik, but I can tell you Ljubljana is a great place to spend a couple days - especially in the summer.
Just sayin'...
I asked your question in my Chess Book Collectors FB group. This is what I got:
"I was there last summer. There are no chess stores of any kind. You will probably be able to buy a generic set of unknown provenance from a generic store, but why bother vs Amazon?"
Some sent me a link to a similar discussion on Reddit. Apparently, there's nothing:

Hello all,
This summer my son is traveling to the Balkans for a while this summer and will be landing in/staying in Dubrovnik for a couple of days.
I thought this might be an opportunity to get a chess set from the area.
Are there any shops known for selling good chess sets in the town or is it just explore and if you're lucky you will find one? Does not need to be fantastic quality, does not need to be new, nor does it necessarily need to be a town namesake set, just thought it would be a fun addition to my collection to have a set from there.
Would love to be able to guide him in the right direction while he is over there.
Thanks.
