I think it might depend on the person and the equipment.

I think the mouse is faster.
There is shorter distance for the hand to travel in making the move with a mouse. I have a 15.6" laptop and my hand with the mouse in it is ready to move. When it does move it is only a few inches of hand and wrist movement. On the touch screen I must move my hand and arm over to the board and pieces on the screen and that is a longer trip, taking more time.
Mouse. Can increase the sensitivity for more speed and with a touchscreen, your fingers obscure the screen. This is a bigger deal than you might think. Mouse isn't better by a little, it's better by far.
You all have never really seen a person used to a touch screen use it. I have been instaling touch screens for over a decade in restaurants and people who are good at touchscreens can fly on them.
Not saying which is better, just that a person used to using a touchscreen can be as fast as a mouse user (or faster).
I had one client who had an employee that did not even look directly at the screen when using it.
A touch screen monitor is just a different way to direct mouse input. When you use a touch screen you are really just using an HID that emulates a mouse input.
I have used my Surface tablet in touch mode to play on chess.com.

Touch screen is how ~2000 rated bullet players (in 1+0) can inflate their ratings up to 2500+ in 10 second chess.
Who has the advantage online? Mouse or Touch Screen?
Keyboards took second place when the pointing device arrived (the mouse), point and click is just too fast for fumbling fingers on the keyboard. Now we have touch screens, direct contact with the "object" on the screen.
When playing online blitz or bullet games, or under any time pressure, I think the touch screen has the equipment advantage. What do you think?
