If we looked at the entire spectrum of chess maturity from beginner to grandmaster, we'd discover that playing the game dominates early and studying the game dominates later. Most grandmasters play fewer games and study more.
SO, ... I think you're spot on. However, there are some things we need to learn that we can learn quicker by studying them than by waiting for them to show up in our games. Chief of these, in my view, is the notion of tactics.
My usual suggestion to lower-level players is 75% of your available chess time to play (longer games if possible) and 25% to study, most of that to tactics.
