I have found Winboard 2 b a helpful and useful free program. But does anyone know how I can prevent it from running automatically after I  paste game to clipboard? I want to go over the moves one at a time ala solitaire chess.

I'm at work at the moment, and I'm not using my personal computer (which has WinBoard on it), bit if I remember correctly, change the TIME DELAY option in the winboard.ini file to be -1.

/timeDelay=-1

Any positive number will pause that number of seconds between moves. 

A zero will immediately advance to the end of the game. 

Any negative number will do want you want, and not start animating the game at all.

Yes, that was it.

With version 4.6, you can also simply uncheck the LOAD GAMES WITH AUTOMATIC STEPPING box, found in the OPTIONS - LOAD GAME... menu.

Ha.  Good one.

The winboard.ini file is just a simple ASCII text file, containing all of the options and settings.  It is located in the same folder that your Winboard program is in.

For example if you uncheck the "LOAD GAMES WITH AUTOMATIC STEPPING" box, this option will be saved in the ini file.  This way you don't have to keep unchecking it all the time.  Winboard uses the ini file to "remember" all of your preferences.

i used the automatic stepping box so i didnt have to worry about ini-outi file. now everything works as i wanted it to. winboard is a great little utility and its free!
