There is some slight logic in this opening: at the beginning of the game, the f-pawn is the weakest of the pawns. Moving it to f3 makes it defended by two pawns. Moving your king to f2 actually defends it slightly.

It's a joke opening, 1. f3 is after all the worst opening move - however the rest of white's moves are fine (until the 9 moves in a row he lets the black bishop en prise) meaning white isn't completely dead. Sometimes some joker will play this opening online thinking he's giving some sort of "insult" or maybe mocking opening theory, but white is simply worse and he's only ruining his own game.
If he could get away with this as black, then that would be something, but losing the centre and hanging on as white is ridiculous. Not quite Bongcloud tier, but still terrible.
