Every time i start a new game i always move the pawns out of the way to make room for the bishops so i can castle earlier. I never know what the best place is to put the bishop thats on my king's side in the opening moves... Any sugesstions?

The general rule of thumb is that you develop your Knights first. As White they almost always belong on c3 and f3. The Bishop is usually developed second because where it is placed generally depends on how Black decides to respond to the opening.

Bb5 = Ruy Lopez

Bc4 = Guioco Piano

Bg2 (prepped by g3) = fianchetto that usually accompanies English Opening

Be2 or Bd3 = usually arises from d4 (Queen's Gambit Accepted or Declined)

Well that about covers it. Where the Bishop is placed usually depends on how you opened and how Black responds.

Ba6 = well, game over =/

That depends on what you want to do with it.  If you're unsure, I'd recommend moving a knight first.  It's pretty safe to deploy you knights before your bishops (although not necessarily always the top choice)  You can also fianchetto (sp?) a bishop (or possibly both) by moving the b or g pawn out one and then moving the bishop into the hole on the next move.  However, if you want to try this approach, make sure you actually FINISH the maneuver.  (don't move the pawn and then fail to put the bishop in the hole)  Unless you have some really good reason not to move the bishop on your next turn, then do it.

That is a very subjective question. The aim of developing pieces is to make sure they are all playing a part. Because the centre of the board is an important place due to the ability to transition pieces from one place to the next, one idea to keep in mind when developing the bishops is to either look to control centre squares (when the bishop is in fiancetto), or to limit the control other pieces exert in the centre (when the bishop pins other pieces). I would suggest checking out the Middlegame book 1 and Middlegame book 2 by Euwe. It helps to see how the bishop can be used effectively.
