As pointed out above, 3. ... Nf6 is also Advantage: Black.
C5 is only really suggested in lines where black has already played a6 and c6 since then b6 is tougher to push. Even there though, black can use a knight on d7 to try to push for e5 instead.

I don't think 3. c5 is a good idea, but maybe it's just me lol
hmm after hearing all the perspectives i think its a waiting move, i think it depends on what opponent plays

3. c5 may weaken white's position. but its only the slight. thus, to humans' point of view, its still acceptable to say the position is still equal. its just its not an excellent move.

actually, that's why you're 1100
So as the name says, we can block their bishop for the most of the game if they decline the gambit, the board becomes suffocating for black
so the set of moves are like this-1. d4 d5 2. c4 e6 3. c5, and in future if they move b6 to break the structure we can push pawn to b4
i have played many games in this style and its quite a good opening
