Actually there could be in both cases e.g 1.d4 Nc6 2.e4 Nb8 3.Nf3 Nc6 4.Ke2 Nb8 5.Kd2 Nc6 6.Ke1 Nb8 7.Nbd2 Nc6
Who would play somethoing like that though?
