If I had to label it, I'd call it the "closed philidor" (not that there actually is such a thing) because instead of trying to open the game up a bit with d4 (the regular philidor) white decided to close it with d3. However it also bears a resemblance to the 4 knights game, and depending on how play continues it might transpose into that as well.

how black gonna counter this ? i mean if white plays this variation, is there any other better moves for black to counter ?
I'd play Nf6 first and then d5 or even f5. Let him give up the strong e4 center pawn.
It is a 4 Knights style. If I was playing Black. I would play 3. .. Bc5 or Be7 or Bb4. But what you have is sound, if Black would play that way.
i would play Nf6 after d3. then try to play d5 on move three
