Ususally the point of that move is

1.e4 c6

2.c4!? d5

3.exd5 cxd5

4.d4

when you have transposed into a Panov.

If white instead plays

4.cxd4 Nf6

then you have a better version of the Panov.

The best move for black is...1.e4 e5

Easiest way to play as black is something like this

I wouldn't say that White would rather have his Bishop on c4. He ususally quickly re-locates it to d3 in any case, so after White plays Bb5-d3 from your diagram, it probably transposes to ...dxc4 Bxc4 and Bc4-d3 variations.

Or you could do 1.e4 but the the move c6? Is going to be the worst

1. e4c62. c4d53. exd5cxd54. cxd5Nf65. Nc3Nxd56. Nf3Nc67. Bb57.d4 transposes to Panov.
7... e68. O-OBe79. d4O-O10. Re1In this position with IQP white would rather have bishop on d3 or c4. Black is fully equalised here.

I personally like it

E4 C6

C4 D5

NC3

It's good in the sense that 1.e4 c6 2.c4 d5 3.d4 transposes directly into a Slav Defence: Diemer Gambit but I like 2.b4 the Labahn Attack better as it's less theoretical more open

2.c4 is not "destroying" anything. Just 2...d5 and go from there.
