well you can't really play the Caro-Kann against anything else
Well, against the Reti opening and Queens Gambit you reach the structures that you want anyway. Obviously not wise to always just blindly play c6 though.

However, it is often necessary to accept a passive and slow game, which leads almost 95% of players (amateurs) to give up on it before even trying to understand it.
I love the Caro-Kann but it's probably not the strongest defence. In fact... it's hard to know what is. I think the Caro-Kann is good enough that the top level players keep it in their repertoire but it's not something they play every chance they get.
Maybe one day when Chess is closer to being solved(goodluck with that) we might know what the best is. I am honestly glad we don't know.

Why do you think that? Opening theory is pretty well established right now. The only reason they might switch is because everything gets dull or theory gets too deep in something else.
