Ive noticed that in a number of openings, such as the Keoni-Hiva and Urusov Gambits, that white can achieve full development in 9 moves. Are there any other openings where this is possible?

a lot of openings that are not gambits can get fully developed in 9 moves...

but as far as gambits go I like the speed and piece placement of the Smith-Morra

I might have been thinking of a dozen moves, 9 is pretty quick
