I was wondering if a beginner could play the Grunfeld opening. I am currently a 1300-1400 person in rapid. Thanks for any opinions.

If you are 1300-1400, you are not a beginner.  What's the big deal?

It has been implied that if your rating is bellow a certain threshhold you are considered a beginner as you cannot put into practice the lessons you have been taught. Ultimately results are impacted by blunders and innacuracies so your rating and whether you are considered a beginner is based on how often you make positional errors or blunder pieces (and) how often your oponents push those moves.

You could. It might be real difficult, you need to make sure that white’s pawn center gets pressured and doesn’t just steamroll you. But you can play whatever you want. I’ll copy/paste some stuff I posted in another Grünfeld thread earlier.

Richard Rapport beat MVL in a Grünfeld at this year’s Grand Prix in an instructive game that demonstrated how white’s central pawns can become dangerous. Rapport introduced 12. Absolutely you can. I have played the Grunfeld for as long as I have been playing chess at every level I have been at. There is a decent book called starting out: the Grunfeld which I recommend if you want to study the opening or even just use it as a reference manual to check after you have played a game using the Grunfeld.

++ Yes, you can, but it is not adviced.
Grünfeld is very hard to play and it is unforgiving: a slight slip leads to a loss. 
The essence of the Grünfeld is to aim for a won endgame because of the queen's side pawn majority a7-b6 vs. a2. At your level you probably will not reach such a won endgame and lose before because of the strong white center e4-d4 and only Bg7 to defend your Kg8, as the natural defender Nf6 gets traded away. Even if you survive and reach the won endgame, can you win it?

++ At that rating you should worry about tactics, not about openings.
