If they don't go for Scholar's mate, and bring their Bishop to b5 instead of c4 (like the Spanish rather than the Italian placement), then just develop your Kingside Knight.
You will most likely end up ahead in development as those playing the Wayward Queen at <1000 are not GMs, and in general they will end up putting their Queen in places they see they can attack from, but not see how you can attack them (and improve your position at the same time - they are just wasting time, effectively giving you "free moves" through loss of tempo).
