its still playable, and still hard to play lol. So its just there, waiting to be used by chess mavericks. Like other secondary defenses, it gives white a bit too many choices that are still advantageous.

secondary openings are those that are rarely seen at the highest level of play (or at least strong master level). Pirc is a relatively rare defense, and the reason it is so is because it gives white a slightly larger opening advantage, but it also allows white to play with a lot of leeway and still get a small edge, some of the lines for black are also quite dangerous and black must do a lot of homework to be ok.
so its just there, usually only gets played every once in a rare while as a must-win defense for black.

Pirc is very much playable. Maybe not the best defense out there but there are many GM's who use pirc. Pirc often results to very complicated strategic battles & due to more space, White maintains a stable edge but black's chances are no less. I think it's not the best but if u want to play it u can and it can be used against even 2500s fide if u know the pirc very well. One of the players who used pirc is Yasser Seirwan. If u want to learn the opening study his games & the Grandmaster Preparation book is recommended for serious tournament play.

you can play it agaisnt even stronger people, its just you will not find any super GM that uses it as a reliable weapon. The irony of a lot of secondary openings (and doubly so for black!) is that someone can prepare some long line agaisnt you, and since many of these positions in critical lines follow very narrow paths with relatively few options for black to remain ok, they can out-prepare you and leave you miserable or even knock you out early.
this is why Even top players that play stuff like this, its usually in a very broad repertoire, and only once in a while. You have to make your top tier opponents, think twice before they bother to out study you in some narrow line. It's also why they are better for tournaments than match play.

I play pirc in 95% against 1. e4. Its enough to get an Elo of 2100. Main Reason is: Black mostly knows what to do, White often knows just some ideas, cause White has to play seldom vs pirc-defense. A guy who plays 1.e4 is mostly looking for e5, c5 or c6, not much are prepared for d6.

For the 99+% of us? Its perfectly playable.

I would have accepted it if it had come from a strong player

First of all,Sicilian is very double edged,saying that it has no weaknesses is wrong,when u play the Sicilian u have slow development and a weak kingside which is prone to attack. If these are not weaknesses I don't know what are
