Let's put it this way-

Rating matters!

If you are an unrated person, do you think you should start playing the Reti?

Soo.....

<900- Ruy Lopez, Italian game, four knights, maybe the scotch game and Vienna game and maybe King's Gambit.

900-1200-Time for the sicillian! maybe some study for the carokann,French,etc.<900 openings still work, only if he doesnt play the sicillian or any of these 900-1200 openings first.

1200-1500

Could  start really hard on the sicillian(no wonder black has so many wins more than these other openings)+ queen pawn openings.<900 openings still work, but mostly it's a sicillian.

If you'r over 1500 I would assume that you could find an opening that suits your style, whether it is an attack or a defense.

In my opinion...(chess.com ratings)

<1500

No theory at all needed, just understanding opening principles (development, central control, castling and so on) and playing natural moves. It's very sane and useful to be out of book at move 4 or 5 at this stage. You will fall into opening traps sometimes, and this is a very good and desiderable thing. Nothing better than a bitter defeat can fix into your mind concepts like "before playing N.fxe5 i need to check what happens after ...Qh4+" (i still remember that game...)    Open games are very preferable at this stage, slow safe stuff not recommended.

1500-2000

Some opening preparation with light theory, but an eye to the key themes of the opening. e4 e5 still very preferable.

2000< time for some serious work. Openings according to style.

Basic principle true at all levels: Never, never, never play a move without understanding it, even if it's theory. If you know that Fisher played 6.d4 in that position against Spassky and you're thinking "i can't see why, 6.Nc3 looks better to me", Nc3 is the move for you at the moment.
