Personally I use Pirc and that can work well but I rarely use the modern so I don't know how they compare
Modern or Pirc

The Modern is more flexible and contains many different plans according to which systems you play, while the Pirc is more fixed with the same plans and intentions. The Pirc I would say is also a bit harder to play because of the Austrian Attack which almost refutes it.

I wouldnt say it refutes it but it is challenging to play against if you don't know the c5 lines. although you can play the Austrian attack against the Modern too tbh

Well the Austrian doesn't refute it but if something will refute the Pirc in the future, it will be the Austrian. And also against the Modern it isn't that dangerous since you have not committed to castling yet.

you havent committed to castling after nf3 either.

Yasser goes into some really amazing ideas in the Austrian attack for black after c5, really cool stuff check it out
The modern is more flexible as sometimes Ng8 is better at h6, but usually it is better at f6 anyway.
The Austrian Attack is pretty harmless against the Pirc. With a timely ...c5 black demonstrates that the white center d4-e4-f4 is overextended.

The Modern Defence can be shaky too. Famous example:
