There is no straight answer to this. To say one opening fits the bill is as stupid as saying "Tactical Players play 1.e4 and Positional Players play 1.d4". Uhm, many e4 games end up positional in nature, many d4 games end up tactical in nature, and if you can't handle both positional and tactical aspects of the game, you suck anyway!
White can slow down Black's hopes at an aggressive King's Indian or Grunfeld by playing the Fianchetto variation. White can turn the Slav into a wild slugfest with the 5.e4 gambit line instead of 5.a4. Shoot, I've seen the Colle be loaded with fireworks, and I've seen the Benoni go dull.
So the answer to your question? THERE IS NO ANSWER!
Just curious to know what people think - which opening do you think is the most likely to contain a checkmate (let's say, within the first 20 moves)? From my own limited research, it seems most openings are well known to be either quiet/strategic or aggressive/tactical, some much more so than others. My question is basically: which openings appear at the aggressive end of the spectrum?
