Nc3 or c pawn freedom?

I need some advice on how to think about the beginning game scenario of blocked c or f pawn in order to get the knights to c3 or f3.  What are the advantages/disadvantages of advancing c or f pawns to protect d or e pawns at the expense of blocking Nc3 or Nf3?  What are the advantages/disadvantages of Nc3 or Nf3 at the expense of preventing c or f pawn movement?  Does anyone know of videos or resources that deal with this topic?  Thank you.

Generally, knights first, but it does depend of an opening.

 

d4 - Estragon wrote it already.

Ruy Lopez - often white will play c3 in order to prepare d4 and vacate c2 for his bishop.Queen's knight is rerouted to king's side via d2-f1-g3(e3 sometimes).

Kings gambit;Modern/Pirc - Austrian attack; Sicilian grand prix;, white plays early f4

KID Samisch,- white plays f3 (knight often goes to e2)
