I think it is more legacy than anything else. London system wasn't in vogue for nearly 90 years and during that time chess engines were invented and opening systems were catalogued into books for them. Think we would need to rewrite the book to change the ids for them. Transposition of course makes it all so much harder.

1 d4 Nf6 is Indian Defence.
London is characterised by Bf4, regardless if 1...d5 or 1...Nf6
The names are just shorthand for the move orders.

I feel like the opening moves are very inconsistent. When playing a mainline benko gambit, the analysis gives 14 moves of theory. Yet some polular lines get like 3 theory moves and then turns into 'best moves'.

I think GMegasDoux is correct that the reason for this is that a lot of currently popular lines simply weren't popular until the last 20 years, which is a relatively short lifespan compared to all the opening book openings with more specific names up to 10+ moves deep.
Just wonder who will take up the mantle of categorizing more such currently popular lines like the London with more specificity, and when. I think it'd be a nice improvement to the opening book to separate games that go 1. d4 Nf3 2. Bf4 c5 or 2. Bf4 c6 etc, because, as the thread title says, the opening book feels underdeveloped for this specific popular opening.

Not sure exactly how opening sequences get canonized into the opening book, but this line is extremely common at this point but it's not labeled with any specificity, especially topical sidelines like 2. ... c4.
Who are the proper authorities who would need to give these openings official names for them to be in the opening book?
