Maybe the Italian Game or the King's Gambit? Something along those lines.

BDG.

Italian, carokann main line, winawer french, austrian attack pirc, main line sicilian.  The most tactical openings are generally the main lines.

When I played 1.e4, I always found the Scotch to get tactical in a hurry.

These tactical e4 openings are all good and well, but they have the drawback of being sound.

The opposite of a sound opening can't be another sound opening.

He needs an opening that is tactical as opposed to positional.  Aggressive as opposed to defensive.  And unsound as opposed to sound.

This rules out aggressive e4 openings (too sound).  And it rules out goofy 1.h4 type openings (too passive).

I repeat: BDG for the win!  Play nonsensical f3 pawn-sac lines against opponents who transpose into the French or CK.  As black, play the Philidor countergambit.  And maybe the Englund against d4.

Alright, you want tactical and unsound? Sounds like you need to become a gambiteer!
