Thank you for the tips I was curious cuz GM Perelshteyn in the video about Qd6 part 1 5:15 stated that the main idea of the Scandinavian is to lure the N on the not optimal square c3 so he cannot form the d4,c4 centre.

I have experimented with 3.c4 a few times and it has been played against me a few times. Just doesn't look as good as 3.Nc3. As Black, I just play 3...Qe4+ and try to develop quickly.

AFAIK to trade queens early is good for black
In that game I played Qa5 to pin the d pawn and then c5 to clamp d4 but I'm sure there's better. I've seen only two games in the chess.com archive with the c4 move.
I have only seen one tournament game with 3...Qe4+ 4.Be2. The game continued (after 1.e4 d5 2.exd5 Qxd5 3.c4 Qe4+ 4.Be2) 4...Qxg2 5.Bf3 Qg6 6.d4 Qe6+ 7.Be3 Qxc4 and the game was drawn in 52 moves (Vogiatzis-Luther, Germany 2002).
I just ran the position through the ChessBase Big Database 2011 (4.8 million games), and another game appears (besides the above mentioned game). It looks like White wins in Passoni-Zanellato, Brianza 2005. After 1.e4 d5 2.exd5 Qxd5 3.c4 Qe4+ 4.Be2 Qxg2 5.Bf3 Qg6, instead of 6.d4, White played 6.Nc3 (which looks stronger than d4), then 7.d4 and won in 32 moves (I think Black played poorly in the game and had better moves later in the game). 3...Qe4+ does not look unsound to me. I think 3...Qe4+ is playable at the non-master level. I don't think Black "is getting murdered" in this position. I think all the strong chess engines could draw or win with Black after 3...Qe4+ 4.Be2 Qxg2 5.Bf3 Qg6.
I faced it in a live game today ... the idea is to build a d4+c4 centre and gaining a tempo on the queen
