Actually if we are going to talk the saragossa opening out, it won't work! It's because you play Slav Defense with an extra tempo. Let's look at this move order:

I'm sure White could play c3 and d4 without being worse anyway.
That is not true.
1. .. f5 is a particularly annoying move for the Saragossa player. Now the trouble with 2.d4 is that c3 is not much use against the .. e6 (classical) forms of the Dutch.
Good catch. But with my move order 1. Nf3 f5 then can white return to 2. c4?

Do you think that 1. c3 is a good move? It probably isn't the best, obviously inferior to 1. e4 or 1. d4, but I think it is fully playable. Here is a game played by me just to show you that this opening is not bad at all.
