I have reached 1600 elo Should I prefer C4 and D4 over E4 because E4 leads to a million defenses by black and frenzy tactics should I consider English opening

That is exactly the reason I exclusively play 1. c4. It avoids all the millions of trappy mainlines involved in e4 and even d4. Besides, playing the English in my experience, often catches even strong opponents off-guard. So definitely, the English is a very nice opening to learn and play!

There are alot of really fun tricks with the English as well

such as 1.c4 e5 2.e3 Nf6 3.d4 transposing to a Budapest Gambit followed by .... 3.exd4 4.exd4 d5 5.Nc3 transposing to a Mikenas-Carls English

..... followed by 5.dxc4 Bxc4 transposing to an Old Queens Gambit Accepted or Declined as shown above

or even

this transposition from a Symmetrical English to a Two Knights Rubenstein Prague Tarrasch Defence

I think a player should play the English occasionally if for no other reason than to have a breadth of experience.

English is good because people don't play against c4 often

I like the Botvirnnik System aka an English stonewall. It can be played against most defenses. Sometimes you have to settle for h3 when e6 is played to prevent the knight pin if Bg4 allowed. It is as dynamic as other systems. You need to have great pawn structure knowledge to stay safe with this opening.

There's also this funny trick where you transpose to an Albin Countergambit before going towards an Old Queens Gambit Accepted via the Scandinavian Icelandic-Palme Gambit and Mikenas-Carls English .
