No opening is "mostly strategic". You are simply pointing out a strategic factor in the Catalan. There are numerous tactical factors too, especially based on that Bishop on g2.
The Advance French also sees White looking to restrict Black's Bishop, but then you also have tactics as well. For example, anybody that plays the French knows not to do this, but it is still tactics!
which opening you would consider as a heavily strategic-based opening?
I think the Rossolimo and Catalan opening is the best example of strategic opening.
The ideas of these two opening are mostly based on restricting black's c8 bishop.
