Anderssen opening is not so bad. You just pay as black. You want to pay black, you play black. And still, later you might be needing to play a3, and then you already have it and you can play the attack

If your only point with f3 is to get a Black game (of what?  The Latvian??) there are far better options.

 

1.c3 e5 2.c4

1.e3 e5 2.d3 d5 3.d4

1.d3 d5 2.d4

1.Nf3 d5 2.e3 c5 3.Be2 Nc6 4.Bb5

 

Not saying White should be playing any of these, but they are all better than 1.f3, 2.e4, and 3.f4.

I have seen both 1 and 2 played  in under 1800 section in tournaments by a person who wins with them more than he loses. But I think I have a draw and a win against the Anderson, long time ago may still have those games.

I believe grob Gambit is powerful

That is according to the chess.com database, and that's master games.

1.a3 is not bad at all.

Obviously none of those moves are best, but none of them are definitively bad. It's all about how White follows them up. Checking the databases brings up grandmaster games with all of them. Mostly blitz games of course.

In fact Magnus Carlsen himself has played nearly all of them. I can't find one with 1 h4, but very likely he's played that as well in a chess.24.com bullet game.
