Wayvard Queen, Bishop's opening and London for White
1...e5, Scandinavian for Black
I have never been in that range so no idea.....the lowest player i played was a 1299
Can't seem to work out how this is relevant... strange.

There really isn't a way to group that entire range together. Because of beginners trying new things there's a wider variety of openings played below 700 and i'm sure plenty are arrived at accidentally such as the Four Knights. The Wayward Queen is almost exclusively played sub 700 on chess.com but it has been played at higher levels by Parnham and a few times by Hikaru that i've heard of.
Above 700 you start to see the Ruy Lopez lines and Sicilian lines. QG lines are common and of course the occasional London player or rarer the Colle player. I'm sure people must also play the KID but if they have i've not been paying attention enough. I've played against the Modern Defence once recently and that was interesting.
