e4: ...e5 or ...c5
d4: ...d5 or ...Nf6
c4: ...e5 or ...c5 or ...Nf6

What is the best first chess move for black anytime?
Sort:
1. e4 - e5 is perfect of course it is what most GM's play nowaday.
2. d4 - d5 is also perfectly fine. I think the second most played answer to d4
3. Nf3 - e6 is playable but for consistency I would suggest playing d5 and only then e6. The problem with the direct e6 that you give white some options that are outside your normal lines. For example e4 (as you do not answer e4 with e6).
4. Nc3 - e5 this is a perfectly viable reply but it is actually what white players hope for. First move Nc3 is rare (but viable) and based on reacting on the center based on what black does. I personally like answer Nc3 with Nf6. If they than play e4 you play e5 (like e4-e5) if they play d4 you play d5 (like d4-d5)

This is precisely what White is looking for.
2.Nf3 Nc6 3.d4! With no commitment to e4 is advantage White.

Otherwise, there is nothing systemically wrong with any of your other responses.
Don’t play e5 against nc3.
Against nc3, the moves d5, c5 (if you are a sicilian player) and nf6 are better. after 1. Nc3 e5 2. Nf3 nc6 3. D4 line mentioned above, black gets in many tactical trouble and there are knight tricks in a lot of lines
