This is called the English Symmetrical variaton. However, this opening looks terrible! I would not advise that you play it.

The official opening is c4-c5. English Opening symmetrical variation. General. There are no opening names past move 1 with this line.
That is the english symettrical variation, but nobody would play it like that purely because of the variation you just listed. The temporarly blocked bishop and doubled pawns aren't really enough compensation for the loss of the bishop pair, but the backwards d pawn and the severely weakened d5 square are. Karpov-browne 1972 is a vicious example of this.
b3 is unconventional, but sound play, and I don't know much about it other then the fact that if you underestimate it you are going to get your butt handed to you. Personally I don't play c5 as black, preferring e5, since I always seemed to end up giving whites bishop a boatload of activity with c5.
