7.c3 dosen't have a name, it's just a variation of this line of the Ruy Lopez. After 7.c3 the main line is d6.

Indeed, it's just a variation of this line. And this line is called the New Archangel (or Archangelski) variation, whereas if black had played 6. ..Bb7 and only then Bc5 it would be the 'normal' Archangel variation.

I know he's tring to be funny with his profile now but he's actually way funnier when he's being serious...no doubt the dbase he and "his interns put together which gives up to date modern opening and middle game theory" ( I paraphrase from his former profile postings) gave him the answer.
I would have said that 5b5 followed by 6Bb7 was the Archangelisk and 5Bc5 followed by 6 b5 is normally the Moller variation, so perhaps we have a hybrid here in this game?

I'm not sure if that is supposed to reflect positively or negatively on Ouachita. It does lend credence to his assertion of being an engineer, though... reminds me of an old joke:
