If you're talking about websites, the one that I frequently use when perusing through openings is 365chess. While I definitely like it, and it has some higher level games, the database is composed primarily of amateur games; however, it does include somewhere around 3.5 million games. It's also only browser based if you have the free account, and there aren't any mass downloads, but the entire database is still free and you can download individual games for free.

My preference is the database at ChessTempo. The explorer is light-years ahead of the others. An excellent analysis tool. It's free for the first several moves (don't remember how many) and then it will ask you to create an account/buy a membership. It's $20 per year and well worth it. But the first few moves are free.

ChessTempo is great.  Goes 10 moves deep for free, and you can actually go further if you look into a specific game with the chosen line.
