Um...I'm not sure. It looks like a pretty strong move. Until I learn more about the opening, I'd just go along with a normal Sicilian move like Nf3.

The Wing gambit is a general term for exchanging a Bpawn for a Cpawn. This can occur mainly from the Sicilian Defense, English Opening and French Defense. It aims for the gambiteer's colour to strive for the centre.
In the case of the Sicilian, it looks interesting. The most common responses to 1 c5 are 2 Nf3. 2 Nc3. 2 d4. 2 c3. 2 f4.
2 b4 however looks to be interesting and EXTREMELY unexpected. It is an anti-Sicilian that many are unaware of, and looks a good response. To people very new to the Sicilian, it can cause a rush of panic and confusion. (see my article on Gambit Psychology.)
