At what level do players acquire the ability to play chess without board and pieces?

Top players are able to keep the entire game in their head. There is an episode in the film "Magnus" where M.C, around the age of 10 - all smiles - plays a game with a friend with only a chess clock. No board, no pieces. The players say the moves out loud all through the game. M.C wins. My understanding is that many top players have this ability. And I guess it has to do with board vision? At what level is this amazing ability normally acquired?

Normally when you are about 2000 FIDE rating, you can begin to play blindfolded. Which means you can’t see the pieces.
