Fischer is celebrated for his great positional sense. When he faced great attackers such as Geller or Tal, he struggled.

 

Morphy really was a great attacking player, and probably the best attacker of his time. But Fischer wasn't especially known as an attacker. Karpov had more brilliant miniatures than Fischer!

1) Kasparov. No List can start without Kasparov. Perhaps the greatest attacking player of all time and definitely greatest player ever. 

2) Tal. One of the most gifted attackers of all time. Attacked like a mad-man.

3)Anand: A great tactician and one of the greatest players of all time. 

4) Spassky: Spassky was a natural attacker. Was a good all-around player of enormous chess understanding and exceptional chess strength. Won Russian Chess Championship Immediately after he lost his crown to Fisher. 

5) Bobby Fisher:  Fisher conducted his games with great positional play and understanding culminating in great attacks and finishing blows. His passion, love that can be called obsession for the game was virtually unlimited. 

6) Topalov.  Fearlessly attacker who went all out against any opponent and most often came-on top. Perhaps greatest attacker of his generation not named Kasparov. His exchange sacs and willingness to sac material for initiative and attack, when whole chess was moving towards a sound positional play were things to behold. 

7) Efim Geller: Smyslov was a stronger player, Bronstein maybe a better tactician. But very few conducted attacks at an elite level as consistently as Geller did. His game against Smyslov featuring triple Queen Sac is one of my favourites.

8) David Bronstein: I am a little biased towards World Champions or people contending to be World Champions. It is an exceptionally tough road to get there. Bronstein was a great tactician, and who also had a very deep positional understanding of the game. 

9) Alekhine. The father of modern dynamic play in chess, featuring deep combinations, , positional understanding and attacks which seemed to come out of like a thunderstorm out of clear blue sky. 

10) Kramnik. I do not honestly know whom to put here. Chess has its share of many great and exceptional talents coming from each generation. I put Kramnik here for the sole reason that he beat Kasparov in WCC. Objectively at his prime maybe he was as strong as Kasparov. He has a positive score against Kasparov in classical chess of which many of his wins are chess classics I think. 

He went from being an attacking player to being a supremely strong positional player who ground-out victories and went back to being an attacking player now.

I’ve always enjoyed Frank Marshall’s “bombs away” attacking style, but he’s not top ten. Just nobody else mentioned him

The best attacking chess player was 

Rashid Nezhmedinov, 5 times BRSS champion he have win against world champion even he never become GM.

You need to check his games with Tal, Chernikov, Polugaevsky, Geller etc.
