The piece on i1 and b8 is the Knight-Rook component. I added it to come closer to the setting of the OTB tournament.

She makes adjacent enemy pieces non-aggressive. So I put my black Femme Fatale next to your Queen and then your Queen can move but not capture, but your Queen can escape from this influence by moving somewhere else.

And the other piece is simple a piece moving as Knight or Rook, this piece exists in many variants under many names.

Rules for Femme Fatale:
Moves like a Queen but max 2 squares, can jump to the 2nd square, can also move as Knight.
The Femme Fatale cannot capture. She has as side-effect that pieces cannot capture or give check when they are adjacent to an enemy Femme Fatale.
