You mean for you who is 1300 to get to +2400 here?
Well try to get to 1800 FIDE (around 2000 here)first,that will not be easy and it's should take you a few years.
Do you mean in rapid or blitz or in slow game?

Very unlikely but I would not say impossible. It really depends on how talented you are and how much work you're willing to put it. Private lessons with a FM, IM, or GM is a step in the right direction. You would have to start training everyday and participating in lots of OTB tournaments. Achieving an online rating of +2300 (blitz/bullet) will also be an indicator of if it is possible.

When I played in club (1996 to 1999) I met plenty of amateurs of different ages. I checked for some names I remembered when my interest for chess came back and saw that some of them are now around 2100 or 2200.
The best way to progress is practicing in club, on site (of course I know it may not be possible), to analyse your game computerless with your partner, and the friends next to you, at home, read books with a chess board (and still, computer turned off!) especialy classics (Euwe, Nimzowitch, Pachman, and of course world champions' analyses such Alëkhine, Kasparov, Fischer...)
When you play here, avoid binge playing, or you'll just finish just like me brainlessly shifting my finger only half focusing 😅😅😅
If you look in history you can find extremely brillant masters who started to play late (and 30 isn't 20 but it's still young). So bottom line : yes !

If you are willing to study a lot and put in a lot of effort, a lot of thing are possible. It will surely take many years, but not impossible.
On the other hand, you are on chess.com since 2015, and in those 9 years you completed 0 lessons and 4 puzzles. That's not a good sign.

++ Possible: yes; likely: no.
There are 3 steps:
- Get rid of blunders: always check your intended move is no blunder before you play it.
That gets you to 1500 and takes no time at all. - Get better at tactics: play 15|10 games and analyse your lost games to learn from your mistakes. That gets you to 2000 in 1 year.
- Study endgames: that gets you to 2200.

You practically have to devote your life to the game, which most adults cannot do. As kids, we can invest much more, and also give our emotional attachment, to our practice, and together with a much more formable and eager-to-learn brain makes it much easier to achieve such titles at a younger age.

Back here for few complement (short while commuting. Sorry if there are too many English mistakes 😅) :
2 hours a week in a club playing and analysing/sharing with 1400 to 1800 elo are worth an entire week of playing online days and nights (very subjective opinion, but I believe it firmly) in term of experience and of fun. Especialy because the games you will play on site will be meaningful.
One slow game tournament with analyse brings also a lot more experience.
I saw a comment about your number of lessons and puzzle solved there. Don't pay attention... better solve puzzles from books such as Kalinitchenko's. Better try without board (author's advice) visualising the moves.
And once more, chess is better when it's fun and friendly

Some of you know man who start to play at 30 yo and became a 2000 elo point?
Records are constantly being broken by outliers. We know of 12 year old GMs. That doesn't really help most of us. Is it possible? Is it probable? Almost sounds like a business decision.

its possible, but quite difficult. you will have to put a lot of time and dedication towards chess and make a lot of sacrifices to get the CM title. I think its best to set out a goal of 1800 first and then see if you want to continue. (NOTE: as you get stronger it will be more difficult to improve)
