Catman dude, you don't call people out here. You can fill in a form to report suspected cheating but this is not the place. As it stands, you suspect him of breaking rules but are the only one who has demonstrably done so by this thread.

People who are ready to cheat are bent on winning no matter how, and can be expected to resort to anything, such as false cheating accusations.

He is 1700 at online chess, 1600 at standard, 2300 ! at blitz and 2600 !!! at bullet.

Then if you are not a cheater (@COSMIC) Peaaaaaaase tell me how you got 2600 (1000 more than me) at bullet while 1700 at online chess (200 less than me). I'm so tired of being bad at bullet

It's almost impossible to cheat in bullet. Some people are just good at it, some aren't. A greater chance of him cheating would be if he had a very high standard/online rating.

I noticed (is that relevant ?) that he's not in the top players in bullet (hit "home" at the bottom of this page), he should be something like 4th chess.com ranking but he's not.

Bullet is completely different from real chess ;). You need to be good at deciding premoves, and just clicking moves fast that will not get you mated. It is very possible to have a distinctly different rating, just as it is in reverse, where players have higher ratings in longer time controls.
Some people play openings in bullet that are not really any good OTB, but are useful for/designed to lock up an opponent's thinking, etc. So the strategy is completely different.
Some people play online chess with dozens or even hundreds of games and devote a couple minutes to each game every day or three, and some play under a handful and may spend hours a day on every game.

This game is outrageously stupid ! If white's intention is to play 100% closed to win on time, I can't believe a 2400 player didn't have the idea to simply open up and organize an attack against white's completely uncoordinated pieces...I'm gobsmacked O-o

This was a 3/0 blitz, but well, there´s not that much difference.
But yes, I always forget about the premove option, that´s the way to make all those queen moves without using too much time (the queen is safe in the first rank).

Because he was not a real 2400 player... he was banned.

The pattern you mention also applies to older players like myself (age 63) who just can't think as fast as younger players. There are many things an older player can do to be good at online 3 day chess. Play fewer games, use the entire time allotment, study when you are alert, and use that explorer for the openings. Some might question the ethics of this explorer feature but it is only 1 click away and so I click away.

It's easy to be paranoia about cheaters, and it's easy to cheat. Both facts are true.
After a few years on this site, it's abundantly clear that the basics of cheating are well known to anyone who takes the time to consider these issues, thoughtfully.
Complications arise because MOST of the discussions about engine use are undertaken by the ONLINE chess players. For some reason, they (apparently) consider themselves the brain surgeons, and the scientists, among us chess players. Whatever.

Hello! I wanted to bring forward the case of user COSMIC. I am playing a turn-based game with him and ever since we started he has been calling me a cheater. I disabled the chat window and now he's dropping notes. Now, I am no cheater and the games are proof of that. But this guy... look at his disproportionate ratings!!! He is 1700 at online chess, 1600 at standard, 2300 ! at blitz and 2600 !!! at bullet. Now if that's not cheating, than what is? Playing him I realised his chess understanding is nowhere near 2000, let alone those levels. Either he does it with an engine, or he has more accounts, or his friends lose intentionally against him, I don't know. Maybe some admin will take a look at his games. Thanks!
