Cheating runs rampant

So, just tried to make a tournament out of fun and paid the subscription becouse i had the feeling someone was cheating and i wanted to analize his games. 

Not only he was cheating but i found 2 other people with games with 98%+,99%+,97%+ accuracy. 

Keep in mind this people were 1200-1400 rated players and had no problems scoring like that against 1600 + players.

Yesterday we had a 700 players winning the tournament with an avarage of 99.7%

What does Chess.com do to prevent cheating? It's pretty useless to pay a subscription. They don't even refound they points you lost against cheaters, to this day i dont even know if they took any action against the cheaters i flagged to this day.

Is it so difficult to run a bot wich automatically flags players who disply suspicous behaviour?

I'll always be a 1500 rated player if every 3 players 2 are cheating, of course my rating will never improve and i'll never have a real idea about how good/bad i am if i keep playing against engines.
